The objective of the NHA Digital Renewal Operational Programme was to support evidence-based health policy decision-making by organising healthcare data assets and preparing them for reuse. The project focused on laying the foundations for an integrated, interoperable IT, financial management and controlling system capable of effectively supporting the digital transformation of healthcare.
Key Challenges
Existing fragmented healthcare databases were unable to effectively support sector governance, research or resource planning. The pandemic further highlighted the importance of data-driven decision-making and the need to address existing shortcomings in a structured way.
Approach and Implementation
Our experts conducted comprehensive analyses:
- assessed existing healthcare data assets, including access, technological and legal conditions,
- identified and prioritised the most important key data sets,
- contributed to defining requirements for an interoperable data portal enabling data reuse, based on international best practices,
- participated in change management, competence development and establishing the necessary organisational conditions,
- supported international pilot projects and cooperation.
Results and Impact
The project created a comprehensive IT and methodological foundation enabling healthcare data to be used effectively in the future not only for sector governance but also for scientific research and broader social objectives. The completed documentation and studies prepare the ground for the creation and sustainable operation of a unified and effective data portal.
