The project involved a comprehensive review and reorganisation of software licence management for government IT systems, together with the development of a unified strategic framework based on three pillars: Supervisory Functions, Technology Registry System and Software House.
Key Challenges
The project’s primary task was to develop new administrative and technological processes aligned with the existing legal framework while enabling more efficient, data-driven software licence management across the public administration.
Approach and Implementation
Our experts assessed existing systems and processes from legal, IT and organisational perspectives and developed detailed improvement recommendations, including:

By the end of the project, a government-wide software licence management strategy and two detailed expert reports had been completed.
