Project Launch: Evaluation and Digitalisation in Support of Development Policy
The project, launched in July 2022, aimed to support the ex-post evaluation of the 2014–2020 development policy cycle through a data-driven approach and digital decision support. As part of the assignment, MultiContact experts prepared thematic ex-post analyses evaluating the impact of EU-funded development initiatives and supporting preparation for the subsequent programming period.
The project continued until the end of 2023 and played an important role in making links and overlaps between Hungarian and international development policy programmes clearer and better coordinated.
Developing a Database to Map Synergies
One of the project’s most important results was the development of a complex, structured database. The database brings together programmes from the 2021–2027 period and programmes funded directly by the EU, with particular attention to potential synergies between them.
Its purpose is to make links between funding sources transparent and support coordination between programmes. This helps prevent double funding and encourages strategic cooperation between operational programmes, particularly in relation to the RRF and other programmes financed directly from Brussels.
Digital Decision Support and Visualisation System
The decision-support system does more than store data: it also uses visualisation tools to display relationships between different programmes. The interactive interface can be used both by experts preparing calls for proposals and by strategic decision-makers. The system places particular emphasis on checking demarcation criteria, thereby ensuring that funded measures clearly avoid unnecessary overlaps.
The work carried out during the project also supported coordination of annual development frameworks and calls under operational programmes, contributing to transparency, efficiency and the effective use of public funds.
Mapping Synergies and Developing Recommendations
The completed system makes it possible to identify strategic links between programmes funded directly by the EU – such as the RRF or Horizon Europe – and national operational programmes. The project also aimed to clarify the demarcation criteria required for preparing annual development frameworks and reports submitted to the EU, thereby supporting coordinated programme implementation.
Exploring opportunities for further development of the system was also part of the project, ensuring that the tool addresses not only current needs but also its future usability and expandability .

The professional work carried out during this project clearly demonstrates how digital tools and data-driven approaches can effectively support the implementation of development policy objectives. The resulting system not only supported the processing of lessons learned from the 2014–2020 period, but also established a foundation for coordinated, transparent and strategically aligned implementation of the 2021–2027 EU programming period.
