Project Launch: Evaluation and Digitalisation in Support of Development Policy<\/span><\/h2><\/div>

The project, launched in July 2022, aimed to support the ex-post evaluation of the 2014\u20132020 development policy cycle<\/strong> through a data-driven approach and digital decision support. As part of the assignment, MultiContact experts prepared thematic ex-post analyses<\/strong> evaluating the impact of EU-funded development initiatives and supporting preparation for the subsequent programming period.<\/p>\n

The project continued until the end of 2023 and played an important role in making links and overlaps between Hungarian and international development policy programmes clearer and better coordinated.<\/p>\n<\/div><\/div><\/div><\/div><\/div><\/div>

Developing a Database to Map Synergies<\/span><\/h2><\/div>
<\/div><\/div>

One of the project\u2019s most important results was the development of a complex, structured database.<\/strong> The database brings together programmes from the 2021\u20132027 period <\/strong>and programmes funded directly by the EU,<\/strong> with particular attention to potential synergies between them.<\/p>\n

Its purpose is to make links between funding sources transparent and support coordination between programmes.\nThis helps prevent double funding<\/strong>\u00a0and encourages strategic cooperation between operational programmes, particularly in relation to the RRF and other programmes financed directly from Brussels.<\/p>\n<\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div>

Digital Decision Support and Visualisation System<\/span><\/h2><\/div>
<\/div><\/div>

The decision-support system does more than store data: it also uses visualisation tools to display relationships<\/strong> between different programmes.\nThe interactive interface can be used both by experts preparing calls for proposals and by strategic decision-makers.\nThe system places particular emphasis on checking demarcation criteria,<\/strong>\u00a0thereby ensuring that funded measures clearly avoid unnecessary overlaps.<\/p>\n

The work carried out during the project also supported coordination of annual development frameworks and calls under operational programmes, contributing to transparency, efficiency and the effective use of public funds.<\/p>\n<\/div><\/div><\/div><\/div><\/div><\/div>

Mapping Synergies and Developing Recommendations<\/span><\/h2><\/div>

The completed system makes it possible to identify strategic links between programmes funded directly by the EU \u2013 such as the RRF or Horizon Europe \u2013 and national operational programmes.<\/strong> The project also aimed to clarify the demarcation criteria<\/strong> required for preparing annual development frameworks and reports submitted to the EU, thereby supporting coordinated programme implementation.<\/p>\n

Exploring opportunities for further development of the system was also part of the project, ensuring that the tool addresses not only current needs but also its future usability and expandability<\/strong> .<\/p>\n<\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div>
