Project summary:

The objective of the project is to promote internationalization of Georgia’s STI sector, advance Georgian researchers’ (including the young scientists) networking and contribute to the establishment of professional links with the respective counterparts from the EU, as well advance the capacity of Georgian research universities, scientific centres, SMEs and other public and/or private institutions involved in collaboration with the European research entities.

The project is implemented along two components:

Purpose 1 is to design and implement the special funding scheme Researcher Mobility Programme (RMP) for Georgian researchers and innovators in order to increase the scope of the scientific community’s international cooperation and participation in mid-term mobility, thus promoting transnational and inter-institutional networking and collaboration with colleagues in research entities (universities, institutes/centres, business) in the EU member states.

Purpose 2 is to enhance the capacity of Georgia’s R&I community, share EU best practices in R&I proposal writing and research grant management, thus advancing the skills of Georgian researchers and innovators for EU Horizon Europe and other EU R&I funding schemes and programmes, including COST Actions and ERA-NETs.

The Team Leader will have the overall responsibility for the coordination and smooth implementation of the Project. S/he will ensure a results-oriented planning and monitoring of activities, and take care of an efficient use of the Project human and financial resources. This includes the timely submission of reports and the overall responsibility for all contractual and logistic arrangements related to the Project.

The Team Leader will take care of the day-to-day management and implementation of the Project components, in particular the mobility programme. The Team Leader will manage the team of experts, supervise all aspects of the Project’s work, ensure good and regular communication with the Project’s stakeholders and the Contracting Authority and will

organise all administrative and logistic support for the Project. S/he will actively cooperate with the EU Delegation as well as with the MoESCS and MoESD.

Qualifications and skills:

  • University degree equivalent to Master or higher;
  • Excellent communication skills;
  • Fluent oral and written communication in English (at least level 2 on a scale of 1 to 5 of language competence, where 1 is excellent and 5 is basic).

General professional experience:

  • Minimum 10 years in research and/or innovation management.

Specific professional experience:

– Proved leadership and managerial skills demonstrated by work experience; minimum 2 years working experience (cumulative) as a Team Leader in at least 2 donor-funded projects in the relevant sector at national and/or transnational levels.

  • Minimum 5 years’ experience in developing and managing the R&I funding programmes, including managing the evaluation of R&I project proposals;
  • Experience with and knowledge of the EU R&I funding programmes, especially H2020 reflected in the number of proposals/applications preparation for H2020;
  • Minimum 1-year experience as international consultant;
  • Asset: Experience in the EU-funded multilateral joint projects and international cooperation in EU Member State, Candidate or potential Candidate country or the Eastern Partnership Country

The Selection Panel Members (SPMs) will be in charge of evaluating the applications during the second phase of the call assessment, related to Purpose 1 (RMP). The SPMs should be high profile researchers and innovators from EU member states with minimum university degree equivalent to Master or higher and 15 years research experience, covering broadly the disciplines relevant to the submitted proposals.

 

EXPERTS FOR REMOTE EVALUATION (maximum 580 working days in total)

The Experts for Remote Evaluation (EREs) will be responsible for assessing the applications during the first phase of the evaluation process, related to Purpose 1 (RMP), provided that each proposal is reviewed by 2 EREs. The EREs should be researchers and innovators with minimum university degree equivalent to Master or higher and 10 years research experience45, covering broadly the disciplines relevant to the submitted proposals.

 

TRAINERS (maximum 20 working days in total)

The deployed trainers will be conducting the targeted training activities, under Purpose 2, to enhance capacity in proposal writing for the interested researchers and innovators, including the fellows.

CVs for non-key experts should not be submitted in the tender but the tenderer will have to demonstrate in their offer that they have access to experts with the required profiles.

Turkey

The Junior Digitalization Specialist will have the following responsibilities and qualifications and experience:

Description of Expertise:

Responsibilities

  • Verifying the integrity of the documentation handled over by the Client;
  • Disassembly of the folders that contains bound pages;
  • Scanning of the documents in separate files;
  • Assuring that the quality of the scanning (resolution, brightness, visibility) is performed in accordance with the predefined standards.

Qualifications

  • College or university degree;
  • Turkish and English proficiency;
  • Knowledge of MS Office;
  • Accuracy in work is essential;
  • At least 5 years professional experience in document management (for example registration of ingoing or outgoing documents, participation in digitalization of large paper-based document registries, etc.);
  • More than 3 years professional experience in handling IPA-related documents (tender documents, contracts, reports) is an advantage.

The Junior Audit and Monitoring Specialist will have the following responsibilities and qualifications and experience:

Responsibilities

  • Verifying the quality of the documentations scanned by the Junior Digitalization Specialist (integrity, visibility, keywording);
  • Accompanying the CFCU staff members to 15 monitoring visits in order to assess the efficiency of the visits and to elaborate proposals that could lead to the monitoring visit’s efficiency;
  • Other audit and document review activities that will raise during the implementation of the project.

Qualifications

  • University degree;
  • Turkish and English proficiency;
  • Knowledge of MS Office;
  • Accuracy in work is essential;
  • At least 3 years professional experience in EU fund management and audit activities;
  • At least 3 years proven experience in monitoring and evaluation;
