Project THEME: capacity building of the Central Finance and Contracts Unit (CFCU) at the Ministry of Treasury and Finance in order to improve absorption capacity of IPA funds.

Description of Expertise:
Key Expert1 will be responsible for the coordination of the implementation of the project. He/ she will be responsible for the coordination of experts and providing backstopping to the team. TL will be responsible for checking outputs and indicators in accordance with the contact and the work schedule.

He/she will act as a main counterpart of the CFCU as far as the implementation of the project activities is concerned. He/she will be responsible for the efficient financing, management, and project monitoring in line with the EU procedures and contract conditions.

Qulaifications & Skills:

  • at least a bachelor degree. In the absence of a formal degree, equivalent professional experience of minimum of 11 years of development or reorganisation of business processes;
  • good command of written or spoken English;
  • Master’s or PHD degree in Management/Industrial Engineering/Public Administration will be an asset.

General professional experience:

  • at least 7 years of working experience;
  • at least two long-term (at least ten months period of each) project experiences with managerial position as a Team Leader/Project Manager or equivalent.

Specific professional experience:

  • at least 1 year of experience in development or re-organisation of business processes;
  • experience in at least one project on the development of institutional capacity of public administrations;
  • at least one year of experience in IPA management bodies or contracting authorities implementing PRAG will be an asset.

he/ she will mainly be responsible for assisting in modelling and developing overall IT system and developing the software. Together with other experts, he/ she will mainly in charge of:

  • defining advanced technologies for the IT system;
  • analysis of pros and cons of proposed models;
  • development of easy-to-use methodological shortcuts to support establishment of the IT system;
  • development of software models;
  • software implementation at the CFCU.

Qualifications and skills:

  • at least a Bachelor Degree in Management Information System (MIS), Computer/ Electronic/ Industrial Engineering or equivalent. In the absence of a formal degree, equivalent professional experience of minimum 11 years of professional experience in the field of software development.
  • good command of written and spoken English.

General professional experience:

  • at least 7 years of professional working experience.

Specific professional experience:

  • at least three years of experience in the design and development of ICT technology applications or operational and management databases.
  • experience in at least one project on business process-oriented software development.
  • at least 1 year of experience in web services and/or integration with other information systems, and/ or utilization of electronic and mobile signatures will be an asset.

Description of Expertise:

  • elaboration of career development programmes;
  • keeping trainings;
  • revision of job definitions and employee’s profile;
  • revision of a multiannual training programme of the Central Finance and Contracts Unit of Turkey;
  • Turkish language is an asset;
  • experience with IPA II programme is an asset.

Qualifications and skills:

  • preferably has a relevant university education related to the delegated task;
  • has sufficient work experience (at least 7 years for senior experts) in the concerned field;
  • (for the exerts to deliver the trainings) demonstrate delivery of professional trainings on the subjects relevant to the project.

Description of Expertise:

  • experience in capacity building and management of institutional systems in charge of managing European funds;
  • experience in co-operations with stakeholders and beneficiary institutions;
  • experience in establishing training programmes for beneficiary institutions;
  • experience on the methodology for co-operation principles, tools for knowledge management concerning European Programmes;
  • experience in public awareness raising activities concerning European programmes. Experience in IPA programmes will be an asset.

Qualifications and skills:

  • has a good command of English;
  • preferably has a relevant university education related to the delegated task;
  • has sufficient work experience (at least 7 years for senior experts) in the concerned field;
  • (for the exerts to deliver the trainings) demonstrate delivery of professional trainings on the subjects relevant to the project.

Description of Expertise:

  • experience in TA of sectorial programmes funded by EU, experience with IPA II programme is an asset;
  • experience in BPR processes of European Programmes;
  • experience in auditing European Programmes,
  • Turkish language is an asset.
